HALTOM CITY, Texas (AP) - Heavy rain caused rapidly rising floodwaters at two mobile home parks before daybreak Monday, forcing families to their rooftops and dragging away a 4-year-old girl, authorities said.

The waters unleashed by an overnight storm flooded about 100 mobile homes along a flood-prone creek in Haltom City, washing many from their foundations, emergency officials said.

AHMEDABAD, India (Reuters) - Swollen rivers swamped thousands of villages and towns across India's south and west on Wednesday, forcing 4.5 million from their homes as rescuers struggled to bring them food and drinking water, officials said.

India's annual monsoon rains -- vital for the country's agriculture-driven economy -- have triggered floods across at least five states since the weekend, killing at least 311 people, submerging villages and causing widespread damage to crops.

Flooding in Ohio Prompts Evacuations

Flood water surged into homes and businesses, forcing people to rooftops to await rescue Friday morning after 9 inches of rain filled the rivers and streets of northeast Ohio.

Lake County, east of Cleveland, declared a state of emergency. County Administrator Kenneth R. Gauntner Jr. estimated at least 100 people had been evacuated and all available rescue boats had been pressed into service.

As much as 9 inches of rain fell Thursday and Friday in Lake County, the National Weather Service said.

Firefighters and Coast Guard crews were busy plucking stranded people from flooding homes and searching for a man who disappeared early Friday while moving marina equipment out of high water near the swollen Chagrin River, an outlet to Lake Erie.

Estimated central pressure for the storm is 1003 MB, and maximum sustained winds have dropped to 45 KT - gusts can be expected at about 55 KT. As Beryl moves over cooler waters, the deep convection it had further south is diminishing - good news for those in Massachusetts. However, flood watches have been posted for the region as well as the tropical storm warning.

Hurricane Bud, Flooding and a Tornado

(AP) -- Up to 9 inches of rain brought flooding to Indiana and Ohio on Wednesday, killing a woman, while a tornado in a county north of New York City partly collapsed a commercial building and ripped the roof off a hotel.

Meanwhile, a tornado in Mount Pleasant, New York, threw a truck onto gasoline pumps, partly collapsed a commercial building and ripped off a hotel's roof, said Susan Tolchin, chief adviser to Westchester County Executive Andrew Spano.

There were no reported injuries, officials said, but power was knocked out to more than 4,000 residents.

Hurricane Bud spins in Pacific

MEXICO CITY (AP) -- Bud, the first hurricane of the eastern Pacific season, and Tropical Storm Carlotta posed no threat to land Wednesday as they charged across the sea well off Mexico's coast, forecasters said.

Bud, which became a hurricane on Tuesday afternoon, was located about 600 miles southwest of the tip of the Baja California Peninsula Wednesday and was traveling at 13 mph to the northwest, said Dennis Feltgen, a meteorologist with the National Weather Service in Silver Springs, Maryland.

A state of emergency was declared in Berlin for seven hours as a violent summer storm lashed the German capital, local authorities said. Police and firemen attended to more than 1,000 emergencies, and several open air events, including a concert to celebrate South Africa's hosting of the football World Cup 2010, were cancelled as rain and thunder lashed the city late Friday.

Northeast: More Storms On The Way

Just what the Northeast doesn’t need - another rainmaker. It looks like one is on the way Sunday into Monday, and with it, the potential for severe thunderstorms which can unfortunately cause localized high wind damage and flooding for those areas already hard hit by last week’s flooding.

Speak of flooding, Binghamton, NY’s flood statement says it all, as just because the rain ended didn’t mean that flooding has just magically disappeared:

Conklin, NY: Some Residents to Be Allowed Back

Some residents in Conklin, NY are being allowed access, limited as it may be, back to their flooded homes. Residents, 2 per household, were only allowed back from 3pm to 8pm today and only in some sections of Conklin. Since all water and sewage treatment is non existent due to the flood, residents are asked not to flush their toilets until further notice.

Video NBC’s affiliate in Binghamton, NY took says it all. View it yourself and see. They’ve got another one specifically for Hancock here , and CBS is reporting that Conklin is the hardest hit area in New York’s Southern Tier.

Pataki: Federal Aid "Disappointing"

President Bush today declared New York a disaster area - and Governor Pataki appears to think it’s too little too late:

Pataki called the federal decision “utterly disappointing.”

“I will continue to press FEMA for a swift, complete and full disaster declaration that meets not only the needs of local government, but also the needs of individual hard pressed New Yorkers,” the governor said.

I want to donate items or food. What is needed and where should I take the items?

* Items most needed at the moment are personal care items, although food will be in high demand in the near future. Here are some suggestions from Kathy Pfaffenbach, coordinator of emergency services at Catholic Charities:

Personal Care Items: Think about what you would want, such as toothbrushes and toothpaste, new washcloths, deodorant, diapers of all sizes, wipes (which help babies and adults -- especially if they are without access to water), baby formula.

Cleaning Supplies: Anything you would use for cleaning, including rubber gloves.

Food: Ready-to-eat items that don’t need to be cooked, such as tuna, peanut butter and jelly, cereal and pasta.

Pre-paid debit cards in $5 increments: If the food bank doesn’t have a particular item that someone needs, it would be nice to able to give the person a pre-paid card so he or she can buy it, Pfaffenbach said.

* Donate above items and pre-paid cards from 9 a.m. to 4 p.m. Monday through Friday at Catholic Charities, 100 Main St., Binghamton. (Closed on Tuesday.)

* There is a food drive to help flood victims from 10 a.m. to 4 p.m. today at the Oakdale Mall in Johnson City. Look for the CHOW truck parked between the main entrance and Bon-Ton. The drive will benefit CHOW and Catholic Charities; it is sponsored by the Press & Sun-Bulletin and Citadel Communications.

* Donations of ready-to-eat foods and personal care items can be dropped off in the CHOW collection barrels located at Giant markets and other locations throughout the area.

* Drop off donations from 8:30 a.m. to 5 p.m. at the Press & Sun-Bulletin lobby, 4421 Vestal Parkway E., Vestal. (Closed Tuesday.)

* Drop off coal shovels (those with a straight-end rather than pointed) and work gloves at the United Way office, 101 S. Jensen Road, Vestal. It is at the corner of Vestal Parkway and Jensen Road.

I’ve got clothing and furniture that can help refurnish someone’s house. Where do I take them?

* Hold off on donating clothing and furniture at the moment. Right now, the biggest needs are personal hygiene items, cleaning supplies, shovels, work gloves and ready-to-eat food.

I’m willing and able to help in any possible way. Who needs my assistance?

* If you or your group is interested in volunteering, call United Way’s First Call for Help at 729-9100 or 800-227-5353 between 8 a.m. and 4 p.m. during the work week. First Call for Help will also be available today, Sunday and on Independence Day. Let them know what you are able to do and they will connect you with a service agency that needs your assistance.

* The American Red Cross, Susquehanna County Chapter in Montrose, Pa., needs volunteers to do damage assessment, as well as paperwork or cafeteria assistance at the shelter. Call 570-278-1427 for more information.

* Community agencies, faith and civic groups and businesses that want to assemble teams to assist with cleaning flooded houses and apartments in the City of Binghamton should call the city’s public works dispatch, 772-7020, and let them know of your availability and group size. Teams may be dispatched as early as Sunday.
